This credit card offered by Capital One has an interest rate of 16.9%. This is a good low rate for those who are used to something closer to twice that interest rate on their credit cards.

This card does not offer any rewards, bonus offers or even any introductory rates. It is what it is. It starts off as one thing and remains the same thing. It is a good rate on a card for many people who haven't been able to get out of the high rate cards yet whether it is because they simply never qualified for a good rate before or whether they just didn't shop around for the best deal.

This card fits anyone who is carrying a balance on credit cards and paying higher interest than 16.9% and doesn't qualify for a card with lower than 16.9% interest. Remember that if you are comparing this card to one with a low interest introductory period that then reverts back to something higher, you will want to be careful about accepting it. If you will be carrying a balance for longer than the introductory time then you may not be saving anything and will still be stuck with a high interest card. Other fees on this card are pretty average. Cash advances are charged 16.9% interest. There are late payment fees of $15 on balances up to $99.99, $29 on balances of up to $249.99 and $39 on balances of over $250. You will also be charged a fee if you charge over your credit card limit. These fees are based on what your limit is and range from $15 to $39 as well.

The minimum line of credit for this card is $300. Capital One will consider balance transfers but you should request them (up to $2,500) at the time you apply for this card. They are financed at the same rate of 16.9%.

There is no fee for foreign transactions on this card. This is helpful if you will be traveling.

Overall, this is card's most attractive feature is its interest rate. It is a good average interest rate and a good all-round average credit card to have in your pocket - unless you actually qualify for a lower rate card, that is. If not, this one will do nicely.
